The Cornwall Waste Development Framework is a comprehensive review of the Cornwall Waste Local Plan (CWLP) which was adopted in December 2002 to provide the land use planning framework for waste at the local level. This provided an effective and up to date framework for the planning of land use requirements for waste management in the County.
Cornwall County Council resolved to review the Cornwall Waste Local Plan, for two main reasons:
- Firstly, the Government has introduced a new style of development plan through the Planning and Compulsory Purchase Act of 2004, which requires that local plans are replaced by Local Development Frameworks to replace the existing system of Local Plans.
- Secondly, the content of the Plan had to be reviewed to ensure that the policies and proposals remain the best available in the light of changes in planning and environmental legislation, more recent information on wastes arising in the County and the up to date technologies available to manage, treat and dispose of waste. The review also provides the opportunity to extend the Plan period from 2012 in the existing Cornwall Waste Local Plan, to 2016, which will reflect the plan period of the Cornwall Structure Plan adopted in
September 2004.
