The dataset is made up of PLASC (pupil level annual school census) data collected by DfES, ILR (individual learner record) data from the LSC and awarding body data. A learner is defined as having reached the level 2 threshold if they have achieved 5 GCSEs at grades A*-C or equivalent. A learner is defined as having reached the level 3 threshold if they have achieved the equivalent of 4 AS / 2 A-levels
