Preliminary expert opinion KFA

The Health Welfare Institution (KFA) of the City of Graz faces major economic, personnel and organisational challenges that require a decision to (i) design the organisation in a sustainable and sustainable way or (ii) close the KFA and transfer the insured persons to the BVAEB. The aim of this pre-decision report is to provide a basis for further reflections and decisions by the City of Graz on the future of the KFA. The consulting assignment to SOLVE in cooperation with KPMG is divided into 2 phases. Phase 1 included the presentation or derivation of the decision-relevant and critical criteria, Phase 2 the assessment or evaluation of various future scenarios of the KFA. In addition to the analysis of the documents provided, representatives of relevant areas of the KFA and the City of Graz were involved in the analysis process in the form of online or on-site discussions. Based on findings of the current state of affairs, future scenarios of SOLVE and KPMG were qualitatively examined and evaluated with regard to the decision-relevant criteria: Scenario A – Existence of CFA at current level Scenario B – Restructuring of the KFA Scenario C – Transition to BVAEB As summarised below, the assessment refers in particular to the qualitative assessment of risks and expenses that may be associated with or reduced by the various scenarios.
