Zwettler Budget Consolidation Concept 2026 - 2030 according to § 72b NÖ Gemeindeordnung 1973

Pursuant to Section 72b of the Lower Austrian Municipal Code 1973, a municipality must draw up a budgetary consolidation concept (HHKK) in order to ensure the proper performance of its tasks if the budgetary potential is continuously negative within the period of the medium-term financial plan. Due to the financially difficult situation, the municipality of Zwettl-NÖ must also draw up a budgetary consolidation concept and adopt it together with the estimates for 2026. The city of Zwettl-NÖ faces major financial challenges due to the high annual increases in levies, especially for health, care and social care, and at the same time the very small increase in revenue from tax revenue shares. Ensuring liquidity to maintain critical infrastructure is a top priority for our community. As part of the preparation of the budget consolidation concept, the municipality of Zwettl-NÖ has examined all services in terms of necessity and cost-effectiveness. Despite the difficult framework conditions and the necessary austerity measures, it is important for the municipality of Zwettl-NÖ to continue to maintain existing infrastructure and leisure facilities as well as educational services such as Stadtbus, ZwettlBad, Volkshochschule and Stadtbücherei for the population. This fiscal consolidation concept was adopted at the municipal council meeting on 16 June. approved by a majority on 6 December 2025 (6 votes against: FPÖ, Greens)
