Den 1. januar 2007 trådte strukturreformen i kraft. Som en følge overtog kommunerne ansvaret for almen genoptræning til personer, efter udskrivning fra sygehus. Dette fremgår af Sundhedslovens §140. For at kunne danne et overblik over aktiviteten, blev det besluttet at monitorere den kommunale genoptræning. Derfor har det - som et led i monitoreringen - siden 1. januar 2007 været obligatorisk for kommunerne at indberette disse genoptræningsydelser til Sundhedsstyrelsen/Statens Serum Institut/Sundhedsdatastyrelsen
