MERLIN case study restoration measures implementation data (D2.5 Annex)

The MERLIN implementation dataset is a structured, case-study–level compilation of qualitative and quantitative information describing the planning, delivery, and early outcomes of restoration measures implemented under the MERLIN project. For each of the 18 case studies, the dataset documents: (i) the restoration measures proposed in the MERLIN plan and their final implementation status (implemented, modified, or not implemented), including deviations and reasons; (ii) long-term restoration vision, spatial ambition, timeline, and self-assessed progress toward long-term goals; (iii) measure-level spatial quantification (e.g., restored area and/or river length) linked to mapping and visual evidence (before/after photos, captions, and usage rights); (iv) monitoring coverage and expected trends across the European Green Deal criteria used in MERLIN’s impact evaluation, including plans for post-project monitoring; (v) participatory implementation process insights, including stakeholder dynamics, sector involvement, and (where applicable) cross-sectoral collaboration; (vi) implementation challenges encountered, including whether anticipated risks occurred and how plan-B adaptations were applied; (vii) restoration financing context and continuity, covering cumulative investment, funding mix and recent changes, estimated MERLIN contribution, secured follow-up funding horizon, and a measure-level cost breakdown into non-recurring and recurring categories; and (viii) post-project learning and legacy, including protocols/guidelines, adoption of MERLIN tools, perceived upscaling effects, points of pride, lighthouse aspects, lessons learned, perceived MERLIN influence across multiple contribution dimensions, and communication activities and recognitions.
