MINCOOP Data Series: UN Treaty Body Approaches to Minorities – Dataset 1: Concluding Observations

This dataset was produced within the MINCOOP project, funded by the European Commission (Grant No. 101180608). The project investigates the conceptualization and operationalization of minorities in international human rights law, with a particular focus on the practice of the United Nations human rights treaty bodies. The dataset forms part of the MINCOOP Data Series: UN Treaty Body Approaches to Minorities and contains metadata and qualitative coding results derived from documents adopted in the state reporting procedure of the UN human rights treaty bodies. The dataset is primarily based on concluding observations, complemented by Lists of Issues (LoI) and Lists of Issues Prior to Reporting (LoIPR) where concluding observations from the most recent monitoring cycle were not yet available. The database covers 987 documents adopted in relation to 29 states, distributed across the five UN regional groups (African Group, Asia-Pacific Group, Eastern European Group, Latin American and Caribbean Group, and Western European and Others Group). For each document, the dataset provides key metadata, including the treaty body, state party, UN regional group, year of entry into force of the treaty in the State party concerned, monitoring cycle number, year of adoption, document identifier, and source link. The dataset also identifies relevant paragraphs and keywords that may be relevant to the conceptualization and operationalization of minorities in treaty body practice. Keywords were identified through primary qualitative analysis and include terms referring to minority groups, group membership, and related legal concepts. The dataset is intended to support qualitative legal research as well as quantitative and computational analyses of minority-related terminology in the monitoring practice of UN human rights treaty bodies.
