Dataset description

The spatial dataset includes significant flood risk areas for watercourse and sea floods proposed by the ELY Centres and designated by the Ministry of Agriculture and Forestry by 22 December 2024, as well as other flood risk areas identified by the ELY Centres. The boundaries of the areas take into account the needs of flood mapping. The designation of significant flood risk areas shall be based on a preliminary flood risk assessment. The assessment is carried out by the Centres for Economic Development, Transport and the Environment (ELY Centres). Municipalities assess the flood risks caused by stormwater, i.e. rainwater and meltwater, in agglomerations. Municipalities have not designated significant stormwater flood risk areas. When assessing the significance of the risk of flooding, account was taken of the likelihood of flooding and the potentially damaging consequences from a general point of view. A preliminary flood risk assessment was carried out and significant flood risk areas were designated in accordance with the Flood Risk Act, which entered into force in 2010. According to the flood risk legislation (620/2010, section 4), the Centre for Economic Development, Transport and the Environment also takes care of planning that serves the management of flood risks in non-significant flood risk areas. The Centres for Economic Development, Transport and the Environment (ELY Centres) have also identified other flood risk areas where flooding is not expected to have harmful consequences from a general point of view. The delineations of the flood risk areas have been prepared with consideration of the requirements for flood mapping. The designation of significant flood risk areas is based on preliminary flood risk assessments conducted by ELY Centres for fluvial and coastal floods. Municipalities are responsible for evaluating the flood risks caused by pluvial floods (urban floods resulting from heavy rainfall and snowmelt) in urban areas. However, no areas of significant pluvial flood risk have been formally designated by the municipalities. In evaluating the significance of flood risk areas, both the probability of flooding and the potentially significant adverse consequences were considered. The preliminary flood risk assessments and designation of significant flood risk areas were carried out in accordance with the Flood Risk Management Act (620/2010), which came into force in 2010. ELY Centres are also responsible, in accordance with the Flood Risk Management Act (620/2010, Section 4), for planning the management of fluvial flood risks in areas other than significant flood risk areas. For this reason, ELY Centres have also identified other fluvial flood risk areas where significant adverse consequences are not expected from a general perspective.
