Regionalisation of marine management

In the data, the Finnish sea areas are classified into four different regional levels: - MHtaso1: The Finnish sea area up to the outer limit of the exclusive economic zone. - MHlevel2: The Finnish sea area up to the outer limit of the exclusive economic zone is divided into six sea areas by the HELCOM agreement. - MHlevel3: The six sea basins at regional level 2 are divided into coastal and open water basins for water management. - MHtaso4: The six sea basins at regional level 2 are divided into coastal water types and the high seas. Coastal water types have been identified for water management in 14 areas with both inner and outer coastal waters in each of the sea basins on level 2. At the most accurate level (MHlevel4), Finland's coastal water types and offshore areas are as follows. The Ministry of the Environment, in cooperation with the Ministry of Agriculture and Forestry and the Ministry of Transport and Communications, draws up Finland's national marine management plan, which covers Finland's territorial waters and exclusive economic zone. Several government research institutes and agencies also play a key role in this work. The marine management plan is a marine strategy required by the EU Marine Strategy Framework Directive and the Government approves the marine management plan. In Finland, the Marine Directive has been implemented by the Act on the Organisation of River Basin Management and Marine Management (30.12.2004/1299) and further specified by the Government Decree on the Organisation of Marine Management (980/2011). In accordance with the Finnish marine management plan, Syke has reported an assessment of the state of the sea, definitions of good marine environmental status and environmental targets for the reporting period 2012-2018. The data is included in SYKE's open data (CC BY 4.0). An INSPIRE data product has been published from the data. *** In this dataset Finland’s marine areas are classified to 4 levels: - Level 1: Finland’s marine area including the exclusive economic zone. - Level2: Finland’s marine area including the exclusive economic zone is divided to six sub-basins by a HELCOM agreement. - Level3: The six sub-basins on level 2 are divided to offshore waters and coastal waters as defined in the implementation of the EU water framework directive. - Level4: The coastal waters as defined on level 3 are further divided to coastal water types as defined in the implementation of the EU water framework directive. The 14 water types include inner and outer (and sometimes to middle) coastal waters. This Syke’s dataset can be used according to open data license (CC BY 4.0).
