Restricted areas for off-road traffic

Restricted areas are traffic restrictions imposed under the Off-Road Traffic Act. Previously, decisions on restrictions have been taken by the old provincial governments (until 1995), the local authorities (1989-1996) and, since 1995, the regional environmental centres (current ELY centres). Until 1994, the Provincial Governments, from 1995 to the end of June 1996, the Regional Environment Centres (current ELY Centres) and, since then, the Maritime Districts of the Finnish Maritime Administration have imposed restrictions on the public waterways maintained by the Finnish Maritime Administration. The data consists of restricted areas for off-road traffic. In addition to the boundaries of the areas, the datasets contain information about the decisions themselves and the restrictions they contain. The data is included in SYKE's open data (CC BY 4.0). An INSPIRE data product has been published from the data. This dataset contains the decisions restricting off-road traffic, for which information has been obtained from the ELY Centres by 12 April 2025. Restrictions on waterways and restrictions on navigation outside waterways are not included in this data set. The Finnish Transport Infrastructure Agency is responsible for the maintenance of the spatial data sets concerning them, and it is also responsible for the distribution of the data. (The Finnish Transport Infrastructure Agency has been responsible for the distribution of data on water traffic restrictions outside the fairways as of 1 June 2020. The data was removed from Syke's open data on 6 April 2021 and from the internal use of the environmental administration on 18 May 2021.) Restriction definitions were given by old regional administrative courts till 1995, free municipalities (1989-1996) and from 1995 local environmental centres (Centres for Economic Development, Transport and the Environment or ELY-centres). Restrictions regarding for public water courses maintained by Finnish Maritime Administration have been announced by the previous regional state administrative agencies, from 1995 till June 1996 by local environmental centres (ELY-centres) and after that navigation districts under the Finnish Maritime Administration. The dataset includes land traffic restriction areas and additional information on the related decisions and restrictions and restrictions for restrictions included in the decisions. The spatial dataset including waterway restrictions and the water traffic restriction decisions outside of waterways is maintained by the Finnish Transport Infrastructure Agency, which is responsible also for the distribution of the datasets.
