Opaskartta on yleistetty karttatuote, jonka ylläpitomittakaava on 1:15000. Osa saariston opaskartasta ylläpidetään mittakaavassa 1:60000. Opaskartta kattaa lähes koko kunnan alueen pl. osan pohjoista Pyhtään kuntaa vasten olevaa rajaa. Opaskartalla on esitetty mm.: - kaupunginosien ja kylien nimet - matkailukohteita - katujen ja teiden nimet ja osoitenumeroita sekä teemoina: - kadut ja tiet - viheralueet (pellot, metsät, puistot) - teollisuusalueet - vesialueet - asuinalueet/taajamat ja - satama-alueet Opaskarttaa ylläpidetään omalla palvelimella rasterimuotoisena jatkuvasti. Opaskartta on painettu keskimäärin 4-6- vuoden välein. Internetissä (karttapalvelu.kotka.fi) julkaistavaa opaskarttaa päivitetään n. kerran vuodessa tai tarpeen mukaan.
