As part of the programme to modernise the State’s information systems relating to human resources and payroll (SIRH-State payroll), the Interministerial Centre for Information Technology Services relating to Human Resources (CISIRH) is developing services and tools to ensure the proper functioning of the HR chain (GA, payroll, post-payroll) and to enable the convergence of ministerial SIRHs. In this context, CISIRH manages and makes available a set of repositories (FPE HR Core) via the INGRES application and documentation via its PissaRHo portal, ensuring the quality, consistency and homogeneity of data, management rules and practices throughout the HR chain. This offer is structured around seven components: A. The reference documentation for human resources shall include: * The presentation **1** and the distribution sheet **2** of the FPE HR Core, * The dictionary of HR concepts **3** which aims to provide the reader with first-level information on each of the concepts necessary for the implementation of an HRIS, * Practical guides (e.g. Guide to supporting documents, step progression guide, etc.), * Additional information **4** detailing certain business areas and pay, B. The data dictionary **5** which lists and describes the data implemented in the HRIS (e.g. number, status, etc.). C. The set of benchmarks shared between departments. These are the nomenclatures (XML format **6** and xls **7******) of values associated with the data dictionary (accessible by drop-down lists in the HRIS, e.g.: body, grades, positions, leave of absence, etc.). D. The management rules framework which includes: * Description of the **8** (intellectual or automated) controls needed to implement HR, pay and post-pay management events, * Description of the domains/sub-domains/events and event types **9** related to these controls. E. Reference documentation for HRIS, including * the function repository **10** that describes the basic application "bricks" needed to build an HRIS, * the xsd **11** broadcast format of some repositories, * interface specifications **12**. F. The harmonised and secure library of inter-ministerial administrative acts **13**, in documentary format. G. Compendium of career profiles of the bodies and posts of the State civil service **14** (year 2025). H.The pay reference**15** (MOP) which contains the compendiums of the sheets describing the allowances of the departments participating in the MOP offer as well as the interdepartmental allowances, the RIFSEEP scale of these partners and the interdepartmental mapping of the Leave Absence Impacts (LIA) on the payment of these allowances. CISIRH also makes available the maintenance sheets (FIME) of the FPE HR Core standards **16**. The FIME is the document validated by the ministries that summarizes all the changes (legal changes, consistency, corrections) made to the FPE HR Core repositories. »
