Draft finance law for 2026 (PLF 2026), yellow state operators, list of operators and categories

List of operators or categories of operators documented in the PLF 2026 budget yellow: <https://www.budget.gouv.fr/documentation/file-download/31510> In 2026, the scope of State operators stood at 431 entities. The scope of State operators is marked in PLF 2026 by **the exit of three entities**: * the **Olympic Works Delivery Company** (Solidéo, program 350) leaves the perimeter, in the the prospect of its dissolution following the holding of the 2024 Olympic Games; * the **Centre for the Development of Information on Continuing Education** (Inffo Centre, programme 103\) is removed from the list of operators of PLF 2026, since the State no longer finances its operation; * the **community of universities and institutions Université Bourgogne-Franche-Comté**, following its dissolution. In addition, **two entries within the scope of operators** are made in PLF 2026: * the **Solidéo Alpes 2030**, attached to programme 385 of the ‘Sports, youth and community life’ mission; - the **SAS Pass’Culture**, attached to programme 361 of the Culture mission. Finally **two mergers of operators** are taken into account in PLF 2026: * the merger of the two **national graduate schools of advanced techniques** (ENSTA Paris and Brittany) on the programme 144 of the ‘Defence’ mission within a single entity; - the merger of **the public establishment of the Mobilier national and the public establishment of the Cité de la**\ **ceramic - Sèvres et Limoges (EPCCSL)** in a single establishment of the national Manufactures, Furniture-Sèvres on program 175 of the "Culture" mission.
