Plans of Submersible Surfaces (PSS) in Haute-Garonne

In 1935, Article 2 of the Decree-Law of 30 October 1935 provided for SSPs (Submersible Surface Plan) to manage the risk of flooding; These plans constitute a public utility servitude affecting land use and enable the administration to oppose any action or work likely to hinder the free flow of water or the conservation of flood fields. The flooded areas included in the SSP, come from the observation of the strongest floods on the study area. The Environmental Code specifies that SSPs are equivalent to a flood risk prevention plan (Article L 562-6 of the Environmental Code). The SSPs are being revised. Eventually, they will all be replaced by flood risk prevention plans (PPRi). In Haute-Garonne, all SSPs were approved on 6 June 1951 by decree.
