Dataset description
This file proposes, in csv format, the list of municipalities, delegated municipalities and so-called places concerned by the PPI of Paluel. The file specifies the municipalities that are only partially concerned by one of the zonings.
The Special Contingency Plan (SCP) is a mechanism established by the State to protect people, property and the environment and to address the particular risks associated with the existence of an industrial and/or nuclear installation.
If a nuclear event occurred and it was likely to have consequences outside the site, the prefect would take the lead in operations and rely in particular on this plan, which is one of the specific provisions of the ORSEC (Organization of the Civil Security Response).
The 2011 Fukushima nuclear accident in Japan led the government to revise all IPPs.
For nuclear power plants, the radius of the PPI has been extended from 10 km to 20 km in order to optimise the responsiveness of public authorities and to better raise awareness and prepare the population to react in the event of a nuclear alert. Populations within 20 km are affected by regular distributions of stable iodine tablets. These tablets are to be absorbed at the request of the prefectural authority, if a nuclear accident occurs and if the area of residence entails a risk of exposure to the consequences of the accident (radioactive clouding).
Two additional perimeters are also defined under the PPI:
\ - a reflex shelter perimeter, in the immediate vicinity of each power plant (dotted circles approximately 2 km). A more detailed zoom of these areas is available here for Paluel (Hameau de Bertheauville, Hameau de Conteville, Le Pont Rouge), Ingouville (Le Tôt) and Saint-Sylvain (Anglesqueville les Murs) and here for Penly, Berneval-le-Grand and Saint-Martin-En-Campagne,
\- a slightly wider perimeter (approximately 5 km) where the Prefect can, if necessary, order an "immediate" evacuation,
A warning siren (three extended and modulated audible signals, of one minute 41 seconds each and separated by an interval of five seconds) will sound in the event of an accident. In addition, the prefectural authority has concluded agreements with the following radio stations, in order to be able to provide information quickly to the population:

The mission of the Local Commission for Nuclear Information Paluel - Penly is to inform the public about the activities of the Paluel and Penly nuclear power plants. It brings together members of civil society and institutions and is led by the Seine-Maritime Department.
