Basis for building permits and other planning permissions

Any petitioner planning a new construction, the transformation or demolition of a construction requiring the submission of a permit, must fill in a form relating to his project and send it to the instructor centre of the municipality where the work is to be carried out. Project information is provided and documented in the application [Cart@DS](https://software-sectorpublic.inetum.com/sp/software/cartds-dossier-urbanisme) used by the 9 cities of the Plaine Commune EPT. Each month this information is sent to DREAL in order to feed the [SITADEL] database (https://www.data.gouv.fr/en/datasets/base-des-permis-de-construire-et-autre-authorisations-durbanisme-sitadel/) (Information and Automated Processing System for Basic Data on Housing and Premises) of the State. As part of the opening of public data, each quarter the EPT Plaine Commune makes available to the public a large part of the information concerning planning authorisations **of 8 cities in the 9 territories** (Epinay-sur-Seine, La Courneuve, L’Ile-Saint-Denis, Pierrefitte-sur-Seine, Saint-Denis, Saint-Ouen-sur-Seine, Stains, Villetaneuse). The following data shall be made available: - Building permits (PCs) and prior declarations (PDs) granted creating at least one dwelling since 2017; - Building permits (PCs) and prior declarations (PDs) granted for the creation or extension of non-residential premises since 2017; - Planning permits (PAs) granted since 2013; - Demolition permits (PD) granted since 2013. With each new update, the files are re-deposited in their entirety in order to take into account the folders cancelled during the instruction.
