The ‘Framework for Life and Security’ (CVS) surveys were conducted each year between 2007 and 2021, among a sample of 20 000 to 25 000 households, by INSEE in partnership with the National Observatory for Delinquency and Criminal Response (ONDRP, abolished at the end of 2020) and the Ministry of Internal Security’s statistical service ([SSMSI](https://www.interieur.gouv.fr/Interstats/Qui-sommes-nous), created in 2014) of the Ministry of the Interior. They made it possible to characterise the ‘victimisations’ of households and individuals (i.e. the crime to which households and their members may have been subjected in the two years preceding the survey) through a multiple analysis: * the measurement of the number of victims, households or victims, of multivictimisation; * the rates at which complaints are lodged; * determining the profile of victims and perpetrators and the context; * assessment of material, bodily or psychological consequences; * analysis of individuals’ feelings of insecurity and their level of satisfaction with the work of the judiciary and the security forces. These data are distinct and complementary to those recorded by the national police and gendarmerie because victims do not always file complaints. Combined, they offer valuable tools for assessing and analysing both crime and feelings of insecurity. In order to promote the openness of data on delinquency and insecurity, the SSMSI makes available on the open platform French public data 19 annual indicators of victimisation and feelings of insecurity relating to metropolitan France and resulting from CVS surveys, which are an essential complement to the statistics on delinquency recorded by the security forces (police and gendarmerie). All the statistics from the CVS surveys are also available on the SSMSI website: [CVS surveys](https://www.interieur.gouv.fr/Interstats/L-enquete-Cadre-de-vie-et-security-CVS) **Warning:** the 2020 Life and Safety Framework survey on the 2019 victimisations, scheduled for the second quarter of 2020, could not be carried out by INSEE. As a result of the measures put in place to combat the Covid-19 outbreak, INSEE was forced to discontinue its face-to-face investigations from 16 March and resumed them only from 15 July. Given the length of the questionnaire and the topics discussed, it was not possible to switch the collection of the 2020 CVS survey by telephone to the allotted timetable. The collection of CVS 2021 was prepared and developed in order to adapt to the health situation with the possibility of face-to-face procurement and an alternative procurement by telephone where the questionnaire was then reduced, in particular with the complete removal of the self-administered part. Developments in the health situation forced collection exclusively by telephone from 19 April to 9 June and then a joint telephone/face-to-face collection from 9 June to 26 June 2021. Developments in the health situation enabled INSEE to carry out the survey in 2021 but via a collection carried out almost exclusively (99%) by telephone, making it impossible to use the self-questionnaire on sensitive violence (sexual violence or violence committed within the household). The unprecedented protocol of the 2021 survey was able to influence how respondents answered certain questions. However, this effect is likely to be limited. Indeed, responses to questions of opinion such as the feeling of insecurity or satisfaction with the action of the security forces, which are generally the most affected by fashion changes, are broadly in line with what was observed in previous years. Nevertheless, the SSMSI recommends not commenting on changes in levels of harm and proportions of victims compared to the previous survey wave. At this stage, the SSMSI cannot entirely exclude that the change in the mode of collection has an effect on the results of the survey.
