Dataset description

**Background:** The LOVAC treatment was created as part of the [national plan to combat vacant housing] (https://www.ecologie.gouv.fr/plan-national-fight-against-housing-vacants). Launched in 2020, it aims in particular to equip decentralized communities and services in the identification and characterization of vacant housing in order to offer solutions for re-marketing adapted to the owners concerned. [LOVAC data](https://doc-datafoncier.cerema.fr/doc/fiche _descriptive/lovac) feeds [Zero Housing Vacant](https://zerohousingvacant.beta.gouv.fr/), the free digital public service offered by the Directorate-General for Planning, Housing and Nature. This tool is intended to support communities in mobilizing owners of structurally vacant housing (vacants for more than 2 years) and the private rental park to prevent the vacancy of energy sieves ([Climate and resilience law](https://www.ecologie.gouv.fr/plan-national-fight-against-housing-vacantshttps://www.ecologie.gouv.fr/politics-public/rent-gel-loyers-passoires-energétiques)). **Presentation of the dataset:** LOVAC is a database based on the [file 1767Biscom](<https://www.collectivites-locales.gouv.fr/files/finances-locales/Fiche descriptive 1767 bis com.pdf>) of DGFiP, cross-referenced with the [Ficheers Fonciers (FF)](https://doc-datafoncier.cerema.fr/doc/ff/) and [DV3F](https://doc-datafoncier.cerema.fr/doc/fiche _descriptive/dv3f) of Cerema, as well as the [Base Address Nationale (BAN)](https://address.data.gouv.fr/) and the [Référentiel National du Bâtiment (RNB)](https://rnb.beta.gouv.fr/).&#x20; These data make it possible to count **the number of vacant dwellings in the private stock by municipality, department, region and France and by length of vacancy.** They thus make it possible to distinguish the short-term vacancy, known as frictional, from the long-term vacancy, known as structural, which is the target of the national plan to combat vacant dwellings. Detailed LOVAC data by housing and free access to Zero Housing Vacant can only be obtained by local authorities with own taxation, the services of the State and Anah, as well as by their providers, for the purposes of knowledge and contact of owners to fight against the vacancy of housing. The request for access to the database and the tool is made, via a single request, on [the Cerema Land Data Portal] (https://datafoncier.cerema.fr/lovac). The data concern all LOVAC vintages distributed by Cerema, from 2020 to 2025 (the BETA version of LOVAC 2019, is not distributed). They are extracted from the tables: * LOVAC\_exh (for Exhaustive LOVAC) for all vacant dwellings in the private park from 2020 to 2025 * LOVAC\_fil (for filtered LOVAC) for structurally vacant dwellings (vacants for more than 2 years) in the private park from 2020 to 2025 * Ext\_FF (for Excerpt from the Land Files) for the enumeration of private housing from the 2020 and 2024 land files The fields available each year are as follows: * Number of privately owned housing units as of January 1, 2020 to 2024 * Number of vacant private housing units as of January 1, 2020 to 2025 * Number of vacant dwellings in the private park for more than two years as of January 1, 2020 to 2025 The geographical zoning is that of INSEE on 1 January 2025. The threshold for secretisation is 11 dwellings. Municipalities with less than 11 private housing units vacant for more or less than 2 years do not appear in these data under the rules of the [statistical secret](https://www.insee.fr/information/1300624) and the [fiscal secret](https://bofip.impots.gouv.fr/bofip/7248-PGP.html/id%3DBOI-DJC-CADA-20-20150729). **Secretized values are materialized by an "s".** **Precautions for employment:**&#x20; Since 2018, the **phase-out of the housing tax on main residences**, completed in 2023, has led to the disappearance of the tax data collected for this tax. The method of collecting and processing occupancy data for residential premises has thus significantly evolved with the implementation of the Manage My Property (GMBI) system. This created a break in series for LOVAC in 2024 and 2025, now based on GMBI data alone. This overestimation is due in particular to the fact that some of the ‘tax-vacant’ dwellings correspond to non-habitable dwellings (abandoned buildings, garages, etc.), destroyed or removed from the market with a view to their demolition, for which the tax information has not yet been updated.
