Dataset description

Im Regionalen Raumordnungsprogramm (RROP) wird die angestrebte räumliche und strukturelle Entwicklung für den Landkreis in Grundzügen festgelegt. Das RROP ist aus dem Landes-Raumordnungsprogramm (LROP) zu entwickeln, d.h. die Vorgaben des LROP sind zu beachten und für den Landkreis zu konkretisieren (§ 13 Abs. 2 ROG sowie § 5 NROG). Darüber hinaus kann das RROP eigene gebietsspezifische Planungsziele enthalten. Hierfür sind die verschiedenen Belange nach sorgfältiger Prüfung gegeneinander und untereinander abzuwägen und im Ergebnis sind Ziele und Grundsätze der Raumordnung in textlicher oder zeichnerischer Form im RROP festzulegen (§ 7 ROG). Das RROP hat für raumbedeutsame Planungen und Maßnahmen, wie zum Beispiel für die Bauleitplanung der Gemeinden oder die Standortfindung für Windparks, eine steuernde bzw. bindende Wirkung. Das bedeutet, dass bei solchen Planungen und Maßnahmen, die Ziele des RROP verbindlich zu beachten und die Grundsätze der Raumordnung in nachfolgenden Abwägungs- oder Ermessensentscheidungen zu berücksichtigen sind (§ 4 ROG). Das Regionale Raumordnungsprogramm 2004 des Landkreises Lüchow-Dannenberg ist am 15.12.2004 in Kraft getreten. Es handelt sich dabei um eine Satzung des Landkreises, die durch den Kreistag beschlossen worden ist und besteht aus einer beschreibenden und einer zeichnerischen Darstellung sowie einer Begründung.
