Harmonised consumer price indices based on fixed tax rates (100 in 2015)

The Harmonised Index of Consumer Prices (HICP) shall be calculated on the basis of a methodology agreed with other Member States of the European Union (EU). The package includes the HICP at fixed tax rates. The HICPs are used to measure inflation in the EU, to make comparisons between EU Member States, to conduct monetary policy of the European Central Bank, to calculate consumer price indices for the European, Monetary Union, European Economic Area, to assess compliance of EU Member States with the criterion of price stability (in accordance with Article 140(1) of the Treaty on the Functioning of the European Union and Protocol No 13 on the convergence criteria). The package uses the European Classification of Personal Consumption Expenditure for Purpose (ECOICOP). The package includes all households in the country, including non-residents and foreign visitors; consumer goods and services purchased by households. “Statistical observation unit” means consumer goods and services purchased by permanent and non-resident residents of a country in trade and service enterprises and local units to meet individual consumption needs. The sample of enterprises and local units consists of businesses and local units of all types of ownership, different types, different sizes of trade and services (approximately 4 400 sampled enterprises and local units in 2023). The statistical total of goods and services consists of consumer goods and services purchased in the economic territory of the household country (in 2023 the sample consists of 982 representative goods and services). The statistical total of households is all households in the country, including institutional households, non-residents and visitors from abroad. The household sector covers all persons or groups of persons, regardless of where they live, the place in the distribution of income, their nationality and nationality. The HICP covers household monetary consumption expenditure in the country's economic territory. The HICP covers the entire economic territory of the country. It consists of the geographical territory of a country administered by the government of a country and free movement of persons, goods and capital. The HICP represents Lithuania's economic territory by 18 territorial units (10 counties and 8 district centres) selected for price analysis. Prices are collected in small, medium and 5 largest cities in the country, with a population of between 5.5 thousand (small cities) and 540 thousand (large cities) residents. Prices of food, non-alcoholic and alcoholic beverages and tobacco products shall be additionally registered in 10 rural areas. The reference period is 2015 (2015: 100).
