Highest level of education and training of the population in the Netherlands (24-09-1999-01-10-2013)

This file contains the training numbers (detailed typing of training) of both the highest attained and highest followed training at level (the last Friday of September of year JJJJ), to the extent known from various years of registers and the Labour Force Survey (EBB). The file is available from year 1999. Analysis shows that the data from the last Friday of September of year YYYY may generally be considered representative for the period up to May YYYY+ 1. The vast majority of educational attainment increases take place in the period June-September JJJJ+ 1.In order to determine educational attainment and direction (CBS publication classifications, Standard Education Layout (SOI) or International Standard Classification of Education (ISCED)), SSB reference books are available.There is also a protocol that explains in a number of steps how to use HOOGSTEOPLJJJJJJJJJJJTABVV in a statistically sound manner. Part of it is an SSB tool to determine the relative inaccuracy of the outcome in a cell. A major advantage is that estimates of educational attainment are usually more reliable than those from traditional sources, especially when it comes to smaller populations. Another plus is that most of the data comes from education registers, which are known for their good quality. After all, an important objective of education registrations is to monitor the efficiency of education expenditure, and for this reason the data are subject to strict auditing. In recent decades, CBS has gained access to more and more registers with registration and diploma data from government-funded educational institutions. These are the following registrations: — CRIHO (central register of enrolments in higher education, from 1983 (Wed)/1986 (hbo)) – ERR (secondary school results register (from 1999 examination year) – Secondary education numbers (from school year 2003/‘04, secondary vocational education (from school year 2004/’05), adult learning including secondary education (from school year 2005/‘06). – Primary education (WPO) and special education (WEC) (from school year 2008/’09). This type of educational registrations is relatively new and is used in HOOGSTEOPLJJJJJTABVV with JJJY=2014. — Study funding files (WSF, from 1995) – Files with educational histories as reported by jobseekers at the UWV WERKbedrijf (persons registered in 2010 or later). The information in this file is only used for training courses that have been followed in the period prior to the start of the educational registers and only if there is no valid information available from the EEW. In the case of first generation allochtons, the information was also taken into account when it related to the period prior to his/her first immigration into the Netherlands.As in particular the educational registrations do not exist for that long, unfortunately there is a lack of register information about many older Dutch people. Private training is also outside the scope of the educational registers. In addition, many foreign nationals who have followed their training abroad are currently (still) not sufficiently reliable register information available.This means that the EEW needs to be used in order to compile the level of education. Unlike education registrations, the EEW data are only available on a sample basis.Information from a register or from the EEW which is very likely to be out of date is not used. E.g. in case someone has been surveyed in an EBB some years ago and it is very likely that that person has now reached a higher level of education.According to selectivity, the records in HOOGSTEOPLJJJJTABVV are provided with a higher weight, so that the results from the stock are representative of the entire Dutch population and select subpopulations (for further information see section WEICHTHOOGSTEOPL in the Variables tab). HOOGSTEOPLJJJTABVV contains only records of persons whose highest education is known. The information is integral for part of the population and for the other persons on a sample basis.
