Temporary similar Person_id’s of persons (from 01-01-1995)

When a data file containing personal data is delivered to CBS, this file is encrypted by the Central File Link (CBK) group. Such encryption shall include the following: each person represented in the database is matched with the Central Couple File Persons (CKP) based on personal identifiers. The CKP is mainly based on information from the Municipal Basic Administration (GBA). It contains personal identification data as well as an artificially created, meaningless, identifying number, the RINPERSOON (so-called pseudonym). That RINPERSOON is created by the CBK. When matching, the personal identifying data is always deleted from the file. One of the variables that can be matched is the BSN. If a match is found on the basis of the BSN, the RINPERSOON is added. That the RINPERSOON is the result of a match is displayed with the variable RINPERSOONS which then the value & R & D; it’s got. If no match is found, the RINPERSOON field is filled with the encrypted BSN number from the data file and the variable RINPERSOONS is given the value &S&. The variables RINPERSOONS and RINPERSOON jointly identify the person. In cases where a person was initially not registered in the DPA (and was therefore not represented in the CKP) but later (and thus was represented in the CKP from that moment), coupling problems can occur when cohorts are followed over time. After all, the person is then initially represented in SSB components with an encrypted BSN (and RINPERSOONS = & S") and later with a full pseudonym (and RINPERSOONS = & Rquot;).
