Dataset description
The present document is the result of the third phase of the project task Analysis of the effects of green public procurement in the Republic of Slovenia, carried out by the Laboratory for Energy Strategies (Faculty of Electrical Engineering, University of Ljubljana) in cooperation with the Austrian partner ConPlusUltra GmbH for the contracting authority, the Ministry of the Environment and Spatial Planning of the Republic of Slovenia (MOP).
The purpose of the project task is to establish the starting points necessary for quality monitoring of the effects of green public procurement (ZeJN), especially in terms of market share, reduction of greenhouse gases and other impacts on the environment and climate, as well as economic and social impacts. This study will serve as a basis for further monitoring of GPP effects. In addition, it will be a tool for better design and implementation of future GPP actions, support to contracting authorities and tenderers, and promotion.
In the first phase of the project task, we produced a Pilot Analysis, where we tested the set methodology of GPP on a set of 26 completed contracts. In the second phase, we upgraded the Methodology for conducting the Analysis, from which the method of implementation, the data used on public procurement and the expected results of the Analysis are derived.
The project task focuses on selected subjects from the Decree on Green Public Procurement, in short the Decree on the GPP (Government of the Republic of Slovenia, 2021), namely electrical and electronic devices (computers, refrigerators, dishwashers, water heaters), road vehicles and the design and/or construction of buildings.
The GPP analysis consists of several interconnected content sets. The first chapter presents GPP in the Republic of Slovenia, the importance of green public procurement, the European and Slovenian legislative framework, selected GPP subjects covered in the Analysis and the latest changes in the field of green procurement. This is followed by a detailed presentation of the methodology for measuring environmental, economic and social impacts for different GPP subjects. The analysis of GPP market share between 2018 and 2020 is presented in Chapter 3. This is followed by the main part of the project paper, which presents the social, economic and environmental impacts of GPP for a selected set of orders for electronic devices, vehicles and buildings, which concludes with a summary of the analysis and the main findings. This is followed by a plan for monitoring ZejN impact indicators and proposals for improving and strengthening ZJN in the Republic of Slovenia.
