Public Sector Energy Management Programme (STUDIES)

Within the framework of the Target Research Programme CRP V2-2382 "Effective energy management in the public sector", a study for the effective implementation of the energy management system in the public sector was prepared for the contracting authority MOPE, ARIS and MJU. The report provides a comprehensive overview of the situation and orientations covering the contents of the four CRP work packages V2‑2382. Work package 1 included an overview of the state of energy management in the public sector in Slovenia and the EU and collected examples of good practices. Work Package 2 analysed the energy situation of public buildings, identified potentials for energy efficiency and RES, and developed transition scenarios towards a carbon-free sector. Work Package 3 drafted a comprehensive long-term public sector energy and climate strategy based on previous analyses. Work Package 4 focuses on the establishment of a structured energy management programme that will enable the systematic implementation of measures, monitoring of progress and reporting in line with European and national obligations. This report establishes an analytical and conceptual basis linking the scoreboard, transition scenarios, the long-term strategy and the programming governance framework. The results form a comprehensive instrument through which Slovenia can fulfil its obligations towards the European Commission, while at the same time enabling more efficient, transparent and cost-efficient energy management in the public sector. This will enable the public sector in Slovenia to lead by example, free up financial resources for other public needs and actively contribute to Slovenia's transition to a low-carbon society.
