Dataset description

A functionally degraded area (FRO) is a disused or underused area with a visible effect of previous use and reduced usability value. A degraded area can exhibit different types and degrees of devaluation according to functional, physical, environmental, social, etc. criteria. The development of FROs or the resumption of activities in abandoned areas are influenced by socio-economic conditions and their revitalisation requires sector-specific harmonized regulations and renovation measures. For the implementation of the latter, appropriate professional bases and knowledge of the actual situation in the space are necessary. The objective of the established FRO Evidence is therefore to ensure the monitoring of the number, extent and characteristics of functionally degraded areas (zero-use areas) in Slovenia. for more efficient spatial planning at national level. The established FRO data-spatial layer represents a professional basis for spatial management and sustainability management of natural resources in Slovenia (space or land), which serves the national, regional and local (municipal) levels and decision-makers. Periodic monitoring makes it possible to pursue the achievement of the objectives of the SRS30 (flagship indicator Average size of functionally degraded areas for the Spatial area), data also enable the orientation of the Resolution on the Spatial Development Strategy of Slovenia 2050 (ReSPR50) to be followed - to reduce the share of degraded areas by settlements. The number and total areas of FROs are recorded through periodic data collection (from 2017 to 3 years) and additional fieldwork. comparisons with the 2017 and 2020 censuses monitor changes at the level of the country, statistical regions, municipalities or at the level of individual FROs.
