Enclosures of the geographical information system for agricultural parcels (SIGPAC - SPAIN)

The geographical information system for agricultural parcels (SIGPAC) is regulated by Royal Decree 1047/2022 of 27 December 2022. It is the identification system for agricultural parcels (LPIS) provided for in the Community rules on the common agricultural policy (CAP) as one of the components of the integrated administration and control system (IACS) for area-based and similar direct aids. The SIGPAC is configured as a geographical database that contains the geographical delimitation of each enclosure with its individualized reference, the attribute corresponding to its agricultural use and other relevant information, in addition to other cartography necessary to fulfill its function, and orthophotos and reference maps of the entire national territory. The SIGPAC parcel is the reference parcel as referred to in Article 2.2 of Commission Delegated Regulation (EU) No º 2022/1172 of 4 May 2022 supplementing Regulation (EU) 2021/2116 of the European Parliament and of the Council. It is defined as a continuous area of land, geographically delimited, stable over time, measurable, within a SIGPAC parcel with a single use as defined in Annex IV to Royal Decree 1047/2022 and with a unique and unambiguous alphanumeric reference. The graphical information of the plots is contained in a vector layer of the SIGPAC that meets the standards required for the scale 1:5,000. The alphanumeric database contains the following minimum information for each of the enclosures: identification codes, area, eligibility coefficient in pasture, perimeter, assigned use code, incidents detected in the subdivision, irrigation coefficient, average slope, number of nut trees by species and region of basic income support for sustainability (as defined in Article 8 of Royal Decree 1045/2022 of 27 December 2022), as well as other information to be determined by the Bureau of the management and control system. The scope of the SIGPAC is national, and legally it is configured as a public register of an administrative nature, dependent on the Spanish Agricultural Guarantee Fund and the ministries with competence in agriculture of the autonomous communities. In addition, SIGPAC recintos are classified as High Value Datasets in accordance with Implementing Regulation (EU) 2023/138.
